When they say that "standard message rates apply" what that means is, if you are on either a limited text plan or no text plan (pay for each text you get and send) those are the rates that will apply. If you get say 500 texts a month, each message you receive from someone's twitter account, will count as one message against your 500 limit. If you pay for each text, for example you send maybe a couple texts a month so don't feel the need to pay for a text plan, then you will be charged whatever rate your carrier charges you to receive a text.
