For example,I follow Tom Fletcher and I wanna be updated every time he tweets something.

You can but the message will be sent in your text messages. Go on Twitter > Settings > Mobile ad activate it and then on their profile near the tick and 'Following' there should be a little mobile sign. Click that so its green and their tweets will be automatically sent to your mobile phone, oh and it doesn't cost to receive the messages
