OK I live in the US and I know it says how to connect your phone on the site but..
1. If you have unlimited text messaging does it cost extra? and
2. Do you need the app or can you just send in the message?

no, it doesn't cost extra.
just text your first tweet to 40404 & it will sign up your phone.
