Follow people who dont have alot of followers or post intereseting stuff.

When you post things, use # hashtags to they will show up in people's Twitter clients. So if you posted something about a singer, for example, you'd put "Going to see ___ tonight, really excited. #music #concerts #artist'sname.
That will make it easier for people to identify you amidst the millions of tweets.
