And when they are going on presale I wanted to go to a concert but they were sold out months b4 and I didn't even know they were being sold so I need an app to tell me ahead of time

I believe it's called Bandsintown. It's a Facebook app, so I don't know if that's what you're looking for. I believe you set it up for your city and as soon as the tour is announced it sends you a notification.
