But as to your headline question:

I don't accept the premise that mankind is becoming less intelligent.
That type of genetic evolutionary process takes a very long time.

What I will concede as a very real possibility is that many members
of a given society are less inclined to use their mental faculties as
governments more and more cater to their basic needs.

In a manner of speaking, turning them into human parasites.

I agree with Christopher Jorden, I do not believe that humans are becoming dumber, we're just not utilizing our brains as much as we should due to governments providing us with basic needs as well as advancements in technology. When you have a problem to solve these days, you can just ask about it here on yahoo or google it and find the answer without using your own brain and thinking power to solve it yourself. If this keeps up, however, it could make us dumber.

Funny how liberals will laugh and poke fun at those who do not believe in the evolutionary process while flaunting their self perceived superior intellect, yet ignore the unintended consequences of their own policies and the resulting effects on that same process.
There can be little doubt that the social "safty nets" of the past several decades have resulted in the flooding of the whole of the human gene pool with traits which will eventually prove detrimental to the species. As your referenced articles point out, the process will take time to manifest itself, but we are currently seeing preliminary results.
When we add in the media control of the majority of the human thought process and it's effect on curbing the individual creative thinking of the masses, it is not difficult to forsee the great majority of our species as becoming robotic like, with a total dependancy on a very few who will be able to maintain complete control over them.

America IS getting dumber and dumber. The reason is because the highly educated highly intelligent people are having fewer children, while the lower educated, people and those with less 'gray matter' are having more children.
