i got an email today saying click this button to activate your twitter account and i never signed up for twitter is that normal?

Twitter does not randomly send account activation messages.
The likely scenario is that someone tried to create a Twitter account using your e-mail address. It was probably done by a spammer hoping that you would mindlessly click "yes"/"accept" so they could log into Twitter via the newly approved account and start spamming other Twitter users.
Now if you ignored the account activation message and/or contacted Twitter to alert them of fraud, then the spammer would not be able to log into the new account.
