Advertise and advertise some more. It is a fact that the businesses that survived the great depression in the 1920's did so by increasing their ad campaigns. 9 out of ten companies that did not increase advertising did not survive the depression. If you don't have any money, I suggest advertising on Craigslist or create a flyer and start tacking them EVERYWHERE you can. You can also use social network sites like Myspace or Facebook to promote your services.
