what kinds of responsibilities does this type of job have and what are some responsibilities that are a bit unique for a focus on musicians? and what would be the general pay for a full time position doing this for a musician?

they provide updates for the musician's fans.
e.g. schedule of concerts, tour etc.

Yeah, they'd strictly be monitoring their twitter and facebook accounts. Writing blogs or articles to create a "buzz" around the band.
Most social media manager jobs I see are part time. You could easily work with several companies. Maybe they would be in the $15k annually for a roughly 10-15hr workweek
