Like say if I were to take a random person's facebook profile photo and used it in my twitter account, with a whole different name, and no intention of hurting that person. Is that illegal? I'm not planning anything I swear, I just want to tell someone something without letting them know its me for a joke yeah its complicated...

Nope as soon as you put something on the internet, anyone can do anything they want with it. You basically sign a contract saying this as soon as you upload something. Look at shows like tosh.0, you really think all the people that are featured on that show want to be on the show? Unless you hack into their accounts, it's completely legal.
