Built a local newsgroup to help communicate among people who move into the city as expatriates and have 1000 members now. I am planning to upgrade to a blog or a web site where I can organize events, help members interact, provide helpful information and of course make money from ads. Anysuggestions?

Try Yuwie (see my Profile here or the link below). It is a social networking site with the ability to create blogs and groups and sounds ideal for your purpose.

It pays you on the basis of page views and has a referral structure to 10 levels, so the more referrals (members of your group) you have, the better for you and them.

I would use some sort of CMS to build an online community with Forums and articles etc. If you could find some way of turning the newsgroup posting into forum threads that would be great. Or you could just ask your users to start posting in the forum instead of the newsgroup.
DONT just delete the newsgroup.
Throw adsense/yahooAds on the forum/articles and profit.

Lots of places to publish your Blog or web site. Build it, and send an invite to your newsgroup members.

Now making money is another thing, make your blog or web site out of a labor of love. Unless you can find a big sponsor behind the site, or special interest group that you can cater to. The ads you can display may enable you to keep the site accessible, but you're not going to make much money. And anyone who says otherwise is just scaming you.
