On Facebook's chat panel where you see everybody that is online, there are some people with mobile phones instead of the green dot. By the mobile phone, I have recently seen time next to it "30 min" or "8hrs" what does the time mean?

That"s how long ago they were online.

It means they are Idle. It means they haven't been on facebook in that amount of time.

It means how much time the user stays in Facebook. Generally it is shown for for Facebook user through mobile devices.
