I believe when you see those characters the software was not able to translate some obscure language to English.

It's a smiley face. They are probably happy and thus the smiley face is added by the person tweeting. They are emoji's used by smartphones and that's what twitter users usually have.

It's an emoji you can only see on the iPhone of a person laughing so hard they're crying.
