it's a hashtag similar to the Twitter use. It categorizies photos. Say you take a picture of a dog. You could say #dog. Once you click this link, it will take you to all the other photos tagged dog.

Its is used to reference things usually to a topic and can be used to describe things as well as link to trending topics
