Retweet a lot of his stuff and tweet to Justin to follow you. Belibers like that n will go on following sprees cuz they you have a special bond and expect that u will follow them back.

If you are talking about a fanpage, just ask. If you are a Belieber and a Justin fan page, they almost follow back every single one that asks.
