If you report every single one of a certain users photos for no reason on Instagram to get their account deleted, can Instagram delete your account for reporting senselessly?

Of course they can delete your account for constantly reporting someone for no good reason. Why would you even want to do something that foolish?

Yes. It falls under the 'harassing members' clause of their tos
