It depends on what App they're using and if he or she has a smartphone. In most cases, it just means he or she is using the facebook mobile app and it will just send them a notification like normal.
It won't charge you any money, regardless.

that just means they're on mobile, meaning that they're either on their phone or tablet. They get a notification and depending on their settings, their phone or tablet might ring.

It means they are using fb app on smartphone and if you send them msg they have a fb beep on mobile .... and they read your mesaage
