If I send a message to them, will I know that they didn't receive my Facebook message? Will it say it failed to send?

They always get sent. And you will even be able to see what time they read the message.

yes, if it fails to send, facebook will tell you
keep in mind if the person isnt on your friends list, then the message will go into their "other messages" folder and they will not be notified about it being there
and if they are on your friends list, they can read the message, and then quickly mark it as "unread" if they dont want you to know that they have read it
