I have blocked a person on Facebook and want to post a picture of my best friend and I and tag them on it. But my best friend still has the person as a friend on their Facebook. Will that person be able to see the picture I post if I tag my best friend?

Yes, it will say on their news feed "(bestfreind) was tagged in (you)'s photo"

I think they can, if you tag your friend in it.
