Not sure what you are asking, but all i know is just adding someone can't get you banned. Anyways you have to accept there friend request for either of you to become friends.

actually, yes
even if the person accepts your request, facebook still asks them now if they know you outside of facebook
and if they click "no" then you get reported for breaking the rules
