They may have Twitter and or Instagram connected to their account, which can post the exact same thing including the hash tags.

they have their twitter and facebook synced and are using hashtags on twitter, which then get copied to facebook

Hrrrrm. I suppose people do it because they are used to the other social media giants, and they feel a little outsourced. We can all run into those people who think they are cooler than the rest. I personally hate hashtags, so that is why I completely avoid Twitter and Facebook. If you see anyone using these hashtags on Facebook again, please tell them to #KillThemselves
