Proxies are hopelessly insecure, but could do the job.
If you're tech savvy at all, you could mess around with the hosts file, to perhaps avoid getting caught in the filter. (If you have never heard of the 'hosts' file, you really shouldn't touch that file.
)You could also tether with your phone or just use your phone instead.
