Just start following everyone you see and eventually they'll start following you back

Customize your twitter profile:
Use a picture and and a nice background
Fill out your profile completely : bio, name, web page etc
Follow other users that have common interests as you.
They will eventually follow back you.
Share quality links, advises, messages and give them value.
Do not spam or abuse. Be friendly, funny and interesting.
Use short jokes, interesting pics to share, reply and retweet other users.
