I saw this moving .jpg picture in Facebook, and I was wondering how it moved, because jpg pictures can't move, only .gifs so how is this possible? If its possible tell me how to do it pls

it's not possible to do that anymore - it used to be possible, but facebook fixed it so that you cannot do it anymore
i think i have answered this 3 or 4 times now - you need to learn how to accept the answer which you do not want to believe
just because someone was able to do it a long time ago doesnt mean it's still possible to do
