What do you mean? Are you asking that if you will need to give Facebook actual permission to sign up because you're 13? No, you do not. As long as you're 13, you can make an account, regardless if you have permission or not.

In order to be eligible to sign up for Facebook, you must be at least 13 years old.

Although 13 is the legal age, you still your parents permission to have a facebook account.
