When you message someone you aren't friends with and it doesn't have the little sign saying "your message will be sent to (name's) "other" box because you aren't connected with him/her" does that mean they will get notified when I message them?

They wont get notification.

No, they will not receive a notification, the message will go their "other" folder not their inbox.
