When I was about to connect mine it says that I have to allow it to have all my contacts on facebook. Does this mean it's going to bug people or will it matter since pretty much everyone already has an instagram?

It's asking you to give it permission to look at your contacts to find out who is using instgram, so it can show you.
So the answer would be: Yes. Do it.
