So when I open up my facebook chat, I see friends with green dots, and one friend with a cell phone icon by their name, does that that in that moment in time they are online via their phone?

Yeah usually it means they're active on their phone

Yes, The Cell Phone icon means that they are online via their mobile while the green dot means they are online from PC.
