I'm on Facebook on my phone. I want to send a picture that I saw on Facebook, to my friend. Just to her. How can I do that?

Tagging is used to mark someone's profile on a photo or post.
About the photos: Open a chat with your friend, there should be a (+) button somewhere in the window. Tap it, and an Add photos button should appear. Tap it, select the photo, and send.

If you want to send a picture to your friend using chat, click her name and it will pop up a chat with her name on it, click the camera icon in the chat and you'll be able to upload your pic in her chat. If its on her timeline, go to her timeline and you'll probably see "share photos".
