My friend has a phone symbol next to there name but no last on time. Does this mean they are
a) out of internet range (they are somewhere where internet is patchy).
b) they want to appear off line in chat would they have a phone symbol or disappear all together. Which could be the case due to work.

I think a phone symbol next to their name means that they're logged on through their phone, but aren't using Facebook.

The phone symbol next to your friend's name means they are logged into facebook through their mobile phone. They also could have chat turned off too.
