If you block someone, they are not notified. If you click "Not Now" on a friend request, they won't be notified either. However, if you delete the request, they can visit your profile and see that they need to resend their friend request, and figure out that you deleted their friend request.

If someone has blocked you, you cannot see their profile or search for them.
If they ignored your friend request, you will see "still pending" like you're waiting for them to accept friend request.
