It depends on how long it's been inactive, or since it's been deactivated. Try contacting Facebook.

log in from a different account and search for your old account. click that icon that looks like a setting thingy (forgot the name)
choose to report/block the old account and from there choose : this is my old profile then choose : recovet it it's hackes
follow the procces
