If you mean Twitter. then yes its social network site.
You can post message of less than 160 characters, links to your pictures, videos etc.
Other people who follow you will see it and can post reply, re-tweet it and so on.
You can follow others too and see what they are posting.
Unlike facebook there are no friends, just followers. You can follow anyone you want.

Twitter is a micro blogging site that means you can share whatever you think on any topic in maximum 160 characters. You can share links and photos too. If you're a professional then you must have Twitter profile and start using it.
