You are probably prohibited from creating a Facebook account using a particular e-mail because it was used for an existing account, it was reported by others as associated with Facebook violations, or it was reported as a spam e-mail account. In any case, you can contact Facebook support to get these technical issues resolved.

it was probably disabled because you broke the rules - there are lots of rules, like you arent allowed to create more than one account, you arent allowed to advertise your page on other pages, you arent allowed to use a fake name or a fake age

Was your Account Disabled Before ? If So your Account is Done you Can Not Resign up Again With the Same Email Address Either you have to Start a New Account with a Different Email Address

i think facebook ban your IP address.
