Because the facebook webpage and url are categorized as social media in the school server protocol.
Put simply, it's the school district that decides what is blocked and what isn't.
But there are certain webpages that are categorized as educational pages which contain illicit content. Those are the only ones you can use.

P.S., when trying to get into facebook, write this in the address bar; https://www.facebook.com
That usually works only if that 's' in http is present. But sometimes it fails. Try it.

Because all servers have a limit to the amount of bandwidth they can support. If everyone was on Facebook, there would be no room left for doing what the connection was meant to do and be used for. Also, if schools and businesses allow an open connection to the web, their ITs would be spending all there time removing viruses and malwary that was downloaded by the folks using their connection and not spending their time doing what they were hired to do. Also, if you are on Facebook, you ain't doing our school work. And last, it's their internet connection and therefor they can limit it in anyway they choose.

Also, as a tax payer, I pay for your school. It's there so that you can get an education. If you want to waste your time screwing around on social networks, do it on your own time and on your own internet connection.

Several Simple and Easy Reasons in my Opinion:
1-People might use it to talk when not allowed to(cheat on a test done on a computer)
2-It has games that aren't school games and schools only allows education related games.
3-Most people are addicted to that website so if the students have it in school, they might keep on spending time on it and not go do their proper work.
4-There might be inappropriate stuff that might show up which isn't allowed like curse words...
