At times it means different
1) either it is pointing at something, like, >>>> see my new pic
2) they r great, like Jerry>>>> Tom

There are a lot of different reasons to use symbols on Twitter. Sometimes they are just to get attention. Other symbols, like the hash tag (#) are used to categorize subjects.
