i asked many people about facebook but most of chinese don't know about that much.I met with a person who knew about facebook but he told that government has banned these sites in there ...is it true??? and why???

China has blocked more than 2000 websites. Some of the blocked websites are as following.

Sites from domain google.com
facebook.com banned in July 2009
twitter.com banned in June 2009
youtube.com
yahoo.com
wikipedia.org
blogspot.com
wordpress.com
fc2.com
xing.com
plurk.com
technorati.com etc.

Not just Facebook and Twitter, but also Youtube. And IMDB is also blocked for years, and this year it is free to log in for unknown reason. I remembered those website could be browsed in 2006, while they are not so popular in China. Facebook, Twitter and Youtube are those media that pose a great threat in Chinese government. Cause the official are so scared of the platform that can be used to rise a protest. Also, the information from the web could destroy the propaganda work they have been dedicating in domestic.

Yes it's true

Unregistered VPN's and Proxies are illegal in China. To register the company has to agree to total monitoring of all services. Which makes a VPN or Proxy useless.

I have heard of the police knocking on peoples doors after the most recent crackdown telling people to cease and desist or else. As the crackdown intensifies you can count on the polite cease and deist orders turning much more nasty.

I have also heard of rumors that some of the big name VPN companies are making deals with the Chinese to allow their service in exchange for total monitoring of the connection. I don't know how true this is but if a VPN company is boasting publicly of how they are not having issues in China I would suspect they sold out.

Free services that work are undoubtedly either run by the Chinese government or working with them.

Facebook is banned in China since July, 2008 and twitter is banned in China since June, 2009.
