Twitter calculating ratio between followers and following people. If you have less following then twitter cant allow you to follow more people.

There is ratio between follow to followers that applied once you follow 2000 users.
You should have more followers to be able to continue following others.
If you doing mass follow to get follow backs, you should unfollow those not following you back.

invite friends from facebook to be follower on Twitter and also put good , funny stuff according to to your will . there is a simple way that follow people they will follow you back. first time i used Authenticviews.com that is a secure one site according to my experience. good luck.

try unfollow those that did not follow you after you follow them for a week. Then follow new follower again, so after you hit certain followers ration, you can follow more again
