So I accidently liked my crush's ex girlfriend's (whom I do not have as a friend on facebook) photo, unliked it immediately (at 2 in the morning), blocked her, and then deactivated my account...

My question is, can she still see that I liked that photo or will she receive a notifcation saying that I liked something?

If she was logged into Facebook when you did it, she would have seen it as a notification.

If she wasn't logged in and you removed the like, she would not have seen it.

So most likely she won't have seen it. The only way she might see it is if she was sitting at her computer at the time, or happened to leave her Facebook account logged in and open in the browser and came back to look at it later without refreshing the screen. When you unliked it, the notification was removed.

You probably don't have anything to worry about. Oh and blocking her has no effect on this, and deactivating your account has no effect on it either, so you didn't need to go through those steps.
