They have to have enabled following, if they've over 18. It would be beside the add as friend button if they had.

When you go on their timeline there's the thing that usually says follow or subscribe

click on follow

when you send them a friend request, you are following them automatically, so just send them a request and then cancel it, and you can see all of their public updates
but if they dont post public updates, then following them wont do any good anyways
