All of my settings are set to only Friends but when I view it from a public view you can still see my pictures?

Public view means how others(including friends) see your page.

Cover photos are public. Everyone can see it.
Click the gear icon in the upper-right corner of the Facebook page and select Privacy Settings , you would see an option "past post visibility" click on it and enable it. Then all your past post will show to Friends only.
