Is there anything on the facebook setting that disables this action?
My mom doesn't want anyone tagging her in any of people's pics.

just tell them not too? they can un tag it if they do i dont no a way to completely avoid it tho

In privacy settings there is option of tagging..just click on check box that says that you will first review the tag and then allow that tag on your timeline. You can stop people from tagging but you can control the tagging to appear on your timeline. This is how it works. Hope this solves your purpose.
