If I'm tagged in a photo on my brother's timeline and I have my privacy set so that certain people cannot see tagged photos of me, those people cannot view that photo on my brother's timeline by virtue of the fact that I'm tagged in it, right?

They can see it in brothers timeline. You can hide it from them in your timeline only.
