Mean that they are CURRENTLY using Facebook on their phone, or that they have Facebook on their phone, and haven't been on recently enough for a _min to be next to it?

It means they are currently using Facebook on there phone.

The first one is correct. If there is a time beside it, it means that's how long since the person has been online on their phone.

It means that they have facebook on thier phone and they have recently logged in.
small captions like 1m ,3hr next to the phone means they were online at that time ago...
