I made a facebook page for my blog and it asked to create an ad for my page and give payment information. If I create an ad, fill out the payment information, and post the ad, will every time someone clicks on that ad do I make money? And do I have to pay for the ads to be posted?

no, facebook makes money from it, not you
you only make money from it if you are selling something on your website, and people buy it, because they found the ad you created on facebook
do you make money if you pay a tv station to put your ad on their channel just because people see it? no, you dont
