one of my friends has a twitter account and i just wanted to be nosey and look back through their old tweets because we havent seen each other in years but it will only let me go back so far. i know there are more tweets because he has tens of thousands!! i know you can download your own twitter archive but is there any way to look at somebody else's? thanks.

no, you cannot see somebody else's archive.
I'm sure there are some site which allow to track someone on twitter and from that moment to keep track of his tweets.
