Just look them up and when you find them in the scream shows an options which says "message" just click there and you can message that person.

sometimes they have a private page so you wont be able to send a message until you add them.

it depends on the person's settings
if there is no message button on their profile for you to click, then you cant send them a message
and if there is a button for you to click, and you arent their friend, the message will be sent to the "other messages" folder, they wont be notified that the message is there, and will probably never read it

go to their timeline. in the top right it'll have the button asking if you'd like to be their friend. hit the drop down arrow and click message.
