There are a number of reasons to send pokes, both to your friends and to those who aren't on your friends list, including:

Just to say a quick "hello"
To remind someone that you're waiting on a reply or message from him or her
To check in and see if a person has visited Facebook lately
To let someone know you're thinking of him or her
Just for fun

Big mistake.
Poking someone sends out a satellite signal to the main Facebook satellite, recently put into orbit in 2010, which alerts NASA who can then trace the location of the receiver of the poke, thus putting them on the world's most wanted list. So basically, poking that random person has put them in serious danger. Also, having an alert showing 'Blah blah has poked you' is pretty annoying...
Things to know about Facebook:
1. Don't poke people.
