First, I don't know what the timestamp stands for. Is it for the last time they were active ?
Then, why some of my friends have a timestamp near the mobile icon, and others have only the mobile icon with no timestamp ?

the mobile icon shows that your friend are online from mobile and the when they are offline there shows time stamp which indicates how much time ago they were active from now

no one really knows yet
the current theory is that those people either turned off their chat, logged off of their phone, or havent logged in for at least 12 hours
i doubt anyone will ever know the real answer until facebook publishes the truth about this mystery
until then, your guess is as good as anyones
