I sent a photo it just says delivered even days after I sent it. And I know he gets on too so I know he's not ignoring it. Did he block me?

No. It doesn't mean he has blocked you, it just means he hasn't accepted or denied your photo yet.
If he blocked you you wouldn't even be able to see his name.
